Yeah maybe there should just be a rule where a 3rd string QB that can play needs to be on the gameday roster, just add an extra roster spot for this specific role. Do teams still have practice squads? Just have like a bridge QB for that third spot.

Both? The Niners made it to the NFCCG with a rookie QB and scored a TD with Johnson at QB on the road against the Eagles defense. Two things that most assuredly wouldn't happen in a Tomlin/Canada offense.
