People act like Roger calls the shots - that's insane. He works directly (gets paid by) the owners. All his moves are created/decided by those who pay his gigantic salary. He doesn't work for anyone else - not the fans or the players or the coaches. He only cares about serving those who pay him. The owners saw (and still see) major, major lawsuits coming up for concussions. That was a "CYA" move. Since Pgh was the model of "physical play" they were targeted.
