            I don't think it tells you that at all. I think it tells you they haven't concluded he can never be a legit starter, yet. I think it says the are willing to give him more time to develop, but in NO WAY do I think they have concluded he IS the future starter. They are hoping he develops further. Come next season, I expect them to draft a QB high. My God, look how long they stayed with Landry F'n Jones. But in hindsight, Jones was better than Puke-son, who is a turnover machine.

              Notice I said " still". I agree with what you said but as of this moment, he's still viewed in their eyes as the air apparent until they think different. You saw Fromm sitting there and they didn't flinch. Yes they are hoping he develops further but they brought Canada here with every intent to improve him.
