Exactly. This listing is mostly determined by how much income can be generated by a franchise which is based on the home market. Nothing to do with quality of the team or how attractive an offense is to watch.
You mentioned the Raiders move which is a GREAT example. Never been good lately, Raider fan base in Oakland at least has legacy. There is no way there are more hard core Raider fans in Vegas than Oakland.
But Vegas is a GREAT MOVE financially. Vegas is more populous than Oakland made up of transplants from all over the country. As a destination city fans of every team will fill their stadium and create a vacation of it. They could be a quarter filled with actual Raider fans and STILL sell out every week.
The Raiders could win SBs, be run perfectly in Oakland, and not make more than they do in Vegas.
