You could keep the egregious pass interference penalties as spot fouls (like when a corner just tackles the wideout before the ball gets there), but make the relatively minor pass interference calls (like when a corner just doesn't look back for the ball at all and but makes slight contact with the receiver while he's trying to catch the ball) similar to a defensive holding call (5 yards and an automatic first down).
