I wish I remembered the play better, but is the question why Tomlin thought the FG was ok before the penalties, but not after, even though the down and distance were the same?

That's not the Question because after the ball is punted we know the outcome, so the question is do you pin the Vikings on the 1 yard line or do you attempt a 47 yard field goal.

The original question before the penalty's is do we attempt a punt and risk a touchback which would yeild very little in field position or do we attempt a 47 yard field goal.
