IIRC, hardy's suspension was based on Goodell's "floating standards of punishment system." Bell's suspension is based on language in the CBA although there does seem to be confusion under which CBA agreement he is being punished. Really apples and oranges. Besides Goodell is much more interested to make sure that Brady is available Game #1 for the TV aspects of the nationally televised game that any other player's issues.
Besides, by reducing Hardy and maybe Bell it gives Goodell an excuse to drop Brady's punishment by showing a trend of leniency.

Sadly you're probably right. Starting to dislike the NFL because of that arse.
From what I understand, Goodell doesn't hear every appeal. Brady being Brady, Goodell took that one personally.
Did he also oversee Hardy's?
Is he presiding over Bell's?
Harold Henderson heard Greg Hardy's appeal.
Roger Goodell presided over Tom Brady's appeal himself.
I have no idea who heard Le'Veon Bell's appeal (or even when it happened).

Yeah, that was my question. It was my understanding that he had accepted his punishment. But maybe I missed something. Maybe the players' association is appealing on his behalf.
Hardy missed 12 games or so last year. He shouldnt have to miss 1 game IMO.
I could be wrong, but I don't think he lost any wages for those games that he missed. So if they decided not to suspend him for any games this season, they'd still need to dock his paychecks mightily for awhile, IMO.
Goodell not aware of any Le’Veon Bell suspension appeal

NFL Commissioner Roger Goodell made news on Tuesday when he said there was no timeline for his ruling in the appeal of Patriots quarterback Tom Brady’s suspension even though the appeal was heard four weeks ago and NFL rules mandate a ruling “as soon as practicable.”
Brady isn’t the only player currently suspended for the season-opening game between the Patriots and Steelers. Patriots running back LeGarrette Blount and Steelers running back Le’Veon Bell are both suspended for the game as well as a result of their arrests last preseason. Blount is suspended for just the opener for a marijuana possession charge while Bell is suspended for three games because he was charged with a DUI as well.
Bell said earlier this summer that he was appealing the league’s decision, but Goodell said Tuesday that he wasn’t aware of any appeal and that he wouldn’t have any information about it if he were because someone else is handling it.
“That appeal is not heard by me, I would have to get somebody else to get a timeline on that,” Goodell said, via the Pittsburgh Tribune-Review.
Bell accepted a plea deal on the charges and the league’s drug policy calls for an automatic two-game ban for DUI infractions. That wouldn’t seem to leave Bell much room for success on appeal, which should mean a fair amount of work for DeAngelo Williams in the opener.

NFL and NFLPA negotiating a settlement for Le’Veon Bell

The NFL is apparently talking to Le’Veon Bell about shortening his suspension for his DUI and marijuana arrest.
Of course, doing so would shorten the lifespan of the precedent they’re trying to set.
According to Dan Graziano of ESPN.com, the league and the NFLPA are negotiating a settlement to reduce the Steelers running back’s suspension from three games to one or two.
But doing so might create more problems for a league that already has issues getting punishments to stick.
Two games is their new standard for DUI arrests, and they can add more if there are aggravating factors. Chiefs cornerback Sean Smith got a game above the baseline, and he crashed his car into a light pole.
Bell was stopped on his way to the airport last year in the preseason, and told cops he wasn’t sure why he was getting a DUI, saying: “I smoked two hours ago, I’m not high anymore.”
Shortening the suspension to one game would seemingly take the teeth out of their new policy on drunk driving arrests, so it’s unclear if that’s a step the league is willing to take.
