Early in the season everyone was complaining about Goodell pu$$ifying the league with all these unnecessary roughness fines. Perhaps he has decided to go in the exact opposite direction and is now fining any any shining examples of pu$$ydom on the football field such as Scott ducking out of the way of a Ward block (video taken from cos2k1's "Hines Ward vs (Scared) Bart Scott" thread):
