Not necessarily.

It could be things like making insider trading illegal for politicians and their families (instead of "just" being illegal for everyone else).

Not sure if that's a tax, or just underscoring that the law is supposed to apply to everyone.

Return the stadium to the taxpayers and rename it Yinzer Field.

I think the best possible name would be "Three Rivers Field". Identifies with the city and the geography that has been the city's identity for over 200 years
