    I believe it to be a combination of three things - the Steelers cap issues, Lewis was vocal about going home to play in NO and the Steelers knew they would have to overpay as an equal offer and he was going to the Saints, and they actually believed they had a legit replacement in Allen. Why overpay if you think you have the position covered?

    It's not as if Lewis was make or break to the season this year.

      Having Lewis this year probably wouldn't have meant as much as in 2015..

      assuming IKE is gone and we draft a CB to fill the position.
