What if two other teams pursue Wallace?

Let's say the Bears and the 49ers both submit offers to Wallace, what happens?

Is it the first team to file the paperwork with the league?

Is there a deadline for offers and the best/highest one applies?

Does Wallace have any say or choice?
Even if Bill Belichick was getting an atomic wedgie, his face would look exactly the same.

Wallace would have to sign the other team's offer sheet in order for it to take effect...he could take offers from two different teams and choose the one that is most lucrative for him...
Actually, my post was NOT about you...but, if the shoe fits, feel free to lace that &!+€# up and wear it.
