Sepulveda sure as well wasn't a defenseless player. He layed the wood on a number of guys and was absolutley a part of the punt coverage team. If punters can't be blocked then they need to punt and sprint directly off the field.
Running backs don't get the defenseless or the helmet to helmet penalties, they are not part of the protected class. It's kind of like life, the government protects some classes of people and punishes others, same in the NFL, running backs are part of the unprotected class, along with linemen both, offensive and defensive.

I agree with this position as well. If you are on the field and attempting to make a tackle, you should be able to be blocked just like anybody else. If the punters and kickers choose protection, then they should have to immediately run to the sideline or otherwise surrender.
I agree that if punters are "protected" then after they kick they should be required to head to the sideline where they can be most protected. Like Pappy said if they choose to "forfeit" their protected status by trying to make a tackle then they take their chances.
