Apparently you don't know that Jags games are constantly in danger of being blacked out. Then at the last minute, local companies, banks, and the team itself buy up blocs of tickets and effectively give them away to youth groups, the military (via the USO) and anyone else who wants to see an NFL game for virtually no cost (except getting themselves to the stadium). The NFL allows the team to buy tickets at 34 cents on the dollar and re-sell or give them away.
