Why do the Cowboys get to go to Oxnard but the Steelers can't go to Latrobe?

I just watched Mike McCarthy talking from Oxnard. How can the Cowboys go to CA a big time Covid state and the Steelers can't go to a rural area like Latrobe. I never heard any logic to this. The Steelers have the highest vaccination percentage among their players. What is the official, scientific explanation for this bullsh*t?

Could be that in Latrobe, fans can get much closer, more often, to players than when in Pgh.
