I know some advocate trading down for extra picks and others would rather stand pat. The biggest obstacle to trading down, typically, is finding a trading partner, well there may be a trading partner on draft day. With Steve Smith gone now from the Panthers their 4 starting WRs are gone, they have nothing, zip, zero, nada, zilch!
Would they be open to moving up to 1.15 from 1.28 if Evans is available. They would need 390 points to make it an even trade, their 2nd and 3rd would be 432, they probably wouldn't go for that, but what about their 2nd, 4th and 5th, that's 377, to get the extra picks in this draft if I were Colbert I'd take it in a heartbeat.
It now appears that Jericho Cotchery may very well be a Panther (He hasn't left Carolina) which will make this trade more likely, the Panthers could have their veteran WR, now they need the stud, Evans, but they have to move to get him, that's were Colbert and company step in and give them a helping hand.
Then the following: (These players are just one thought of what could be had with the added picks)
1.28 - Ra'sheed Hageman/Kony Ealy/Louis Nix - DE (I think one of them will be there at 1.28 )
2.47 - Verrett/Roby/Roberson - CB (whichever is available and in that order of preference)
2.60 - Jordan mathews - WR
3.97 - CJ Fiedorowicz - TE (comp pick)
4.114 - Shayne Skov - ILB
4.124 - Cameron Fleming - OT
5.145 - Prince Shembo - OLB
5.156 - Justin Ellis - DT
I think this would be a great year to pull something like that, since the Panthers could very well be looking to move up based on the fact that they probably don't have an NFL caliber WR on the roster right now.
