Apparently you're not aware of the new helmet "hit box", which is located beneath the shoulder pads.
IMO that was not H2H because he was not still in the pass catching position, thus making him a defenseless receiver. He caught the ball, went down, and tried to get back up. Once he has begun making moves he is now a runner, thus open to being hit like a RB.
