Restructure a couple of deals deferring some dough into 2014 as the Steelers have and you have money to retain Flacco and others as well. If there is a mutual desire to accomplish a deal then it happens.
According to Rotoworld, he is set to make $6.76M with a $2.1M roster bonus in 2012 - the last year of his contract. Not sure what his SB was so his cap hit is at least $8.86M. That comes down easily in the first two years of an extension with the bigger hit coming in 2014 when the cap is set to rise. They have plenty of room if needed.
