It was 48 until Goodell decided to allow 5 more roster spots so he could extend the regular season....hahaha

Because it's the rule in the current CBA. So the players must have wanted it.
Because of injuries, there's always going to be an extra set of non active guys that will inevitably be needed. In the past, they probably didn't pay these guys as much despite using them frequently. I suspect the players association decided these guys needed to be paid like everyone else so put a clause in the latest CBA.
I'm sure it will get modified in the next CBA if we go to 18 games. And I've heard coaches would like to have all players active. And this makes sense. They probably just didn't think of it last CBA. The PA was probably only interested in ensuring these extra guys got paid fairly.
It does make for some interesting strategy. It would be interesting to see how coaches adjusted to having more active roster spots.
They expanded the roster several years back and created the inactive list in the process. I've always hated it, because it forces coaches to sit certain players each week and they can't even dress. To me it makes some of them seem less a part of the team after they bust their butts in practice all week.
I remember reading a few years ago that the rationale was to create an even playing field to account for injuries. The thought was that a team with an entirely healthy roster would have a huge advantage over a team that had a handful of guys physically unable to play. While I can understand the rationale, I don't think that so many inactive spots are needed to accomplish the goal.
