While he's been embarrassing to the organization for the past 9-10 months without any criminal charges, trials or convictions and I'm forced to make the decision in the next 30 minutes I would not pull the trigger.
He's as good a quarterback as there is in the league and they are very difficult to find and develop. He's immature, boorish, egotistical and naive and those are a bad combination of personality traits, but he's still innocent of any wrongdoing and hasn't been officially charged with any criminal activity, so I would keep him.
He would miss game time, if the union allows it to occur without pay, then 2-4 games would be the wake up call. If the union fights the no pay part then he'd miss the first 8 games and be the emergency quarterback only and the team would suffer for it either way. Hopefully, his team mates would expect better of him moving forward and let him know as much.

Knowing only what I know right now, I feel there is a lot of risk with Ben. Honestly, I HOPE with all my might that the smear campaign and/or money scam theories are true and that the truth of Ben's innocence will all come out and all the hiding cockroaches are exposed, but I'm having a very tough time just dismissing all of it.
Right now ... I would do that trade and take Suh with the first pick and like DD said, shoot for picking up Tebow in the 2nd. STL is likely to have a top-5 pick next year too.
