Question... with his back to the ball, and not making a play for it, why was that not pass interference with him waving his arm like he was?

Sorry if this has been discussed. Did the ball land on the goal line? If it did, would it not be a TD as the ball would have had to cross the plane while in his possession? I thought once the ball...
