Laying out a season of moves in March is pretty sketchy, but here goes.
This recognizes that there are really a number of times to make decisions in the off-season, and each one you make changes future decisions. Before FA, early FA, the draft, post-draft FA, June 1 cuts, and training-camp cuts/pickups all make your final 53, and all happen sequentially. First decision: this year will not be the year of our next franchise QB. Schobert is also cut immediately.

Before FA: Re-sign Edmunds-S, Witherspoon-CB, Spillane-ILB at 2022 cap hit of $12M combined; tender Haskins-QB, an RFA, at the $2.5M level. Sign Fitzpatrick-S to a long-term contract and a cap-savings of $2.6M this year, and sign Johnson-WR to a long-term contract that only increases his 2022 cap hit by $2M.

Early FA: Sign B. Bozeman-C (or G), M. Moses-RT, and C. Ward-CB at a total cap hit of $15M in 2022.

Draft: 1) Z. Johnson-OG (new LG, moves Dotson to his more natural RG), 2) T. Jones-NT (new starting run-stuffing-NT), 3) C. Muma-ILB (3 down ILB, if the others fail to improve), 4) D. Gray-WR (competes for WR 3/4), 6) A. Rupcich-OT (future RT to develop from a small school) 7) D. Crum-QB (future steady BU, has some skills), 7) R. Blankenship-S (high IQ backup SS).Priority

UDFAs: M. Hankins-CB, L. Brown-RB, B. Covey WR/KR, B. Petrula-OG

After draft FA: Best players at low prices for backup RB and WR 3/4 (If J. Washington is still available, I’d bring him back cheap to work with his old QB)

June1/Training Camp: Fill any glaring holes with inexpensive vets that have few options.
By not spending on a QB this year, we fill many of our holes with good options, setting us up to have a strong D and a much improved OL to work with.
