I don't really get this ... he wasn't good enough to play this LAST season, when there was plenty of suckiness to go around with our safeties -- and we want to bring him back????

They could try putting him at SS and move Davis to FS....

Wilcox is relatively inexpensive...and, he actually made a play on the ball last season, unlike Mike Mitchell, for example...

If we're going to cut Mitchell I think this is a Steeler type move.

Then we have Wilcox who can start if we need him to. But, we spend a high draft pick to compete (and hopefully win the competition). Wilcox could also serve as a low cost depth option and we bring in a more competent UFA.

at first I was shocked but then I thought “this is the insurance of a draft pick doesn’t work out”

still hope we go FA with this position.

Me too (and ILB too). But I'm starting to think that ILB will be the bigger UFA signing and they'll try to address FS in the draft.

Steelers modus operandi is to avoid being forced into position weakness heading into the draft. ILB and safety are two of the weakest positions in this year's draft. Steelers need to stock up with depth however they can get it.

I was reading on DKPittsburghsports that the Steelers are considering moving Cam Sutton to free safety

I'd be more interested to see if Wilcox would be able to bulk up a little bit and see what he might give us in camp as a possible Mack backer instead.
