Shaun Rogers: Where's the fine?

I just saw Roger Goodell on ESPN talking about ratcheting up fines for unsportsmanlike hits on other players. "We don't want to see players get injured unnecessarily."

My question is...where is the fine on S Rogers for that cheap shot on Ben's shoulder? I havent heard a thing, not even a lobby by the Steelers. It appeared obvious to me that he did it on purpose and aimed at the shoulder.

I heard that the Steelers did send a tape of the late hit to the league office, but that is the last I heard of it.
